02 r6 steering bearing

02 r6 with 5600 mi. When riding I many time would hear feel front end click when braking. Took everything apart lifted from end and rocked forks. There is no clicking. It feels like it moves a bit as if it were a rubber bushing moving but no clicking. Bought the bike master steering stem tiightner and used torque wrench at 90° angle. Had to use 2 extensions to get over windscreen. Gas tank is too close. Set at 12lbs and it clicked. So I don't know. The bikemsdter tool is extended longer out then the yamaha one at the socket connection. Is everything fine??? I don't know
