Default 99 r6 Charging system help

Recently I had a bad stator problem which left me stranded on the freeway.
well today I replaced the my burnt up stator with a new OEM stator,
replaced the rectifier/regulator and battery was replace a month ago. With
the battery fully charged and started up my bike to check if the stator
charges the battery but wtf...Checked the battery volts using my Digital
multimeter at idle it produces 13.60volts constantly but when I rev it up to
5000rpm the volt drops down between 13.35-13.45v and when back to idle
the volt meter slowly climbs back to 13.60ish. WHEREs the 14volts I
expected???

I did the stator check and its good with 60 ACV 5000rpm from the three
white lead off from the new R/R. So 3 white wires from the stator to the R/R
is ok but Im suspecting some where between coming out from R/R to the
battery might be a problem. There are no indications of burnt plugs or wires
or what so ever, I put dioelectric grease on all electrical connections too but
Im Just confused Why the battery drains while at rev up to 5000rpm and the voltage slowly climbs back up when at idle???

**UPDATE**
I tried swaping the old R/R and it works the same as the new one no luck.

Well today I charged up the battery again and ran it on the bike...Now at idle it reads a
constant 13.86v and when rev to 5000rpm it stays the same 13.8v.
After a 25 min ride I check the battery again and it reads 12.98v at idle(Battery is draining), when I rev it up to 5000rpms the voltage gradually rises to about 13.40v and stops there and comes back down to 12.98ish back to idle...I did a wire connection test from the R/R to the battery for the Positive leads and the Neg Leads. The positive Lead tested less that 2.0volts which is good and the Negative lead tested BAD and got a reading of 0.4-0.35v, supposed to be 0.2v or lower. SO theres a bad connection on the Negative lead from the R/R to the battery. I tried tracing the black wire from the R/R but I have no clue where this ground wire is going???any clues

**Problem Solved**Closure
SO i came to the point where my ground black wire from the R/R had a bad connector and wire but it seems to be in good condition, so I took out the black R/R connector and cut to the end where it is grounded to the all other wires are connected(Throw it away). So I spliced a new 14 guage 10" wire and crimp it with a new copper connector and the other end crimped with a copper ring so that I can ground it directly to the chassie where the Negative battery lead is connected. plug in the new ground connector to the R/R and the other end directly to the chassie, check my charging system and WOW it was charging up to 14.15v constantly at idle, when I rev it to 5000rpm it shot up to about 14.20v.....SHOOOOOOTZZZZ now my charging system is fine.
