Default Carb Sync Question

So I built my own carb sync tool and am having some issues. When I start the bike lines 1 and 3 are sucking all the way up and into the bike (I stop it before it makes it THAT far) and they don't seem to be leveling out. I know it goes:

1x3 2x4

And have the lines crossed as necessary to make it to the numbers line up 1 to 1, 2 to 2 and so on. Any ideas? The connection just not as good on the other lines?

WELL DUDE THAT'S AWESOME U HAVE MADE THE TOOL, BUT I HOPE U HAVE PUT THE VENTURY VALVE IN THE RUBBER TUBE..& SECONDLY I HOPE U HAVE LOWERED THE IDLER OR THE RPM OF 1 AND 3 CARB..
LET ME KNOW MORE FROM U DUDE.....
