You get what you pay for I'm afraid.
Typically, Chinese steel is cheaper than elsewhere in the world, hence they can pass the savings on to the customer. The reason it's cheaper? It's of very poor quality. If you live in Cali, all well and good, but if you're likely to get it wet at all, it'll disintegrate in front of your eyes.
Many Chinese, Korean and Indian manufaturers have bought the rights to produce a variation on older Japanese bikes, bikes that are no longer manufactured by Honda, Yamaha, Suzuki et al.
If you want a budget bike and aren't that bothered if you need to replace it in a couple of years, go for it. They really can only be described as "disposable bikes".
