I bought a used bike from a dealer once. It turned out to be great, which is good because I had no idea what to look for. You have a good list, but here are some things to add to it.

-Is there any weeping around the fork seals? That's your wheelie machine...walk away.
-Does the rear tire look "smeared" down the middle? Bike's been doing burnouts...walk away.
-Is the chain clean and rust-free? Good sign the owner takes care of his bike. Or installed a new chain...hard to tell.
-You mentioned revving the bike. Can you start it up and twist it to redline right away? Does the owner protest? If not, he's an idiot because you're killing the bike.
-Depending on the bike, it has a sight glass or a dipstick. What color is the oil? Black? Light gold like a cheap American light beer? Skanky beer is what you want to see.

Those are some of my ideas, I am by no means an expert, though. Good luck.
