It will prevent oil leaks that people tend to solve by over tightening your bolt. The crush washer is 10 cents or less and should be changed every time. Once it's "crushed" into place and you loosen it up it's done for and needs replacement. Although you could get away with never replacing it, it should be done. Stock up if you have to so you always have one around. As for the bolt, that is good for life.
